Sir,

With reference to Sir John Bowring's letter of the 8th instant, I am directed by the Minister to inform you that it has been impossible to send the honour to inform you had the requisite sanction for so doing.

The Dutch authorities have declined to entertain the proposal, and it is suggested that Your Excellency should appoint an officer on Your Staff, or some other delegate, to be acquainted with the details of the case, to visit Pulau Ubin and the vicinity of the road, and to report on the measures that may be adopted, and to proceed with effecting an arrangement.
